Is there a proposal the Royals could make that makes the Crossroads viable or do they need to come back with a new location to get something passed in Jackson County?

Not if the NFL agrees to expansion to 40, as is currently being discussed. San-Antonio/New Braunfels/Austin would definitely be a front runner, even if they expanded short of 40. Besides, Jerry is a walking corpse.
