Guess it depends on your definition of 'serviceable.' According to StateMuse, Taysom's career record as a QB is 48-17, for a 73.8% winning percentage. As a passer, he's very average/below average, but obviously he's a better option than Tebow (40% career winning percentage). Taysom was also more accurate/consistent, with a 64% Completion rate, while Tebow's was 48%.

It's because he's now a donkey. Well, and he coached his entire career in NO. Not like we saw a lot of Saints games as Chiefs fans.

Convert him to TE.

Andy would've gotten significantly more out of him. Maybe even gotten him to be basically a poor man's McNabb? Andy would've made use of his legs, and designed plays/game-plans that minimized Tebow's weaknesses as much as possible, but maximized what he was good at. That's not much to work with as far as passing is concerned, but Andy would've found a way, I'm certain.
