He's been on and off practice squads this year. He's probably in OK shape.

Moore is on IR and will be until the AFCCG.

They are looking for a body at this point, not a Toney/MVS/Whoever replacement.

This is just how this team operates. Miller put up good numbers in this offense under Nagy, and that means something to them. You give him a few weeks he can probably realistically contribute if needed. You sign a guy like Landry and he'd be useless here.

If he doesn't put the ball in to the opponent's hands... he will already have added more to this team than Toney has. Two downfield blocks and he has met MVS's total output this season.
