God damn, those are some mighty considerate terrorists. Wait until the bridge would be at its least busy then call a warning in about a half hour before impact just to try and mitigate some more.

Not entirely true. It is a loop. You can go West instead of East on the loop to bypass Baltimore, but it will heavily increase traffic on an already-strained, construction-laden I-95 with only half of a loop to bypass.

That's effective to a point. But you can have 15 redundant systems if there's no power there's no power. The NTSB report will be the thing to understand.
