Because the Canadian federal government shut down their request to play in Toronto last weekend after weeks of seemingly giving indication they would be approved. Even the premier of the province said approval would be forthcoming shortly before the feds declined (likely because declining was the politically popular thing to do).

PA's governor shut them down as well in Pittsburgh (no political upside to approval and only downside), which left them with only Buffalo left.

With the expanded rosters they have like 16 pitchers on the staff. Makes it a lot easier to throw some bullpen games in there. They basically have 13 relief pitchers right now. I think they're just killing time for Keller and Junis to get back.
