That is simply not true, I once took an emergency dump in a local gas station with no time to prep it with tp... and left with a really nasty itchy rash on my inner thighs that took a full week to get rid of with some ointment from CVS

That makes you the problem - not the toilet seat. As others have posted, toilet seats generally are pretty clean. You're far more likely to get sick from germs on the door knob than you are to get anything from the seat.
