The Free Play

Over and over we see the Packers, Pat's, and some other teams get the "free play" on an offsides or encroachment. However as we've seen Pat doesnt get such luxery. What am I missing here, different officiating crews?

He gets this very frequently in my opinion, just not as much this year

The Patriots also get a lot of free drives when Brady's incomplete pass somehow gets bailed out by a defensive holding call away from the ball, or the refs rule that a defender touched him.
