Ticket holders can transfer or resell these tickets, even under the limited capacity rules. They are supposed to sell/transfer the entire "pod" of 4 or 6 or whatever, but they can be transferred/sold. Stubhub verifies the tickets through the bar code, so unless there's some outright fraud of some kind, you should be fine.
And if there was some outright fraud (very small chance) Stubhub would at least refund you or try to find you other tickets.
