I don't see why not. Can Lock be turned into Mahomes? probably not. Could you turn him into Eli? Or Trent Green? Jeff Hostetler? Maybe.
If you gave him to Andy Reid I'd bet $1,000 that he could make him into a serviceable NFL QB within a year.
