BCS’ subreddit is full scale BB era conspiracy now. One is that Lalo someone survives both BCS and BB, but I don’t see how he’ll manage to escape Gus’ watchful eye. Gus isn’t one for oversights one that capacity.

He could also be speaking about an event in the past. Maybe he finds out the whole Hector/Ignacio thing and thinks they're coming for payback on the Hector pill swap.
Lalo dies. I don't think there's any question that Fring believes he's snuffed out the Salamancas altogether. But there's a fair amount of grey area where Saul could simply not have updated information and not realize it.
