People voluntarily register, They get cheek swabbed. Testing is done. Positive tests are followed up on for tracking. Could be done at every school, post office, high school gym etc. No need to have a medical professional do every test. Just have a nurse show them how to properly swab a cheek. Put the data inside a database and use big data and machine learning analytics to map out where the outbreaks are, put more medical resources in that area.
