Yes. Usually it is. That is the nature of low probability high impact events. You get a number of false alarms for every serious outcomes.

The early stages of a potential serious pandemic is similar.

I bet there are people who wished they had been a little more pre-storm panicked before hurricane Harvey in Houston or hurricane Katrina in New Orleans.

Some day there is going to be thousands of people in LA wishing they had taken earthquake preparedness more seriously.
