Could be. It would take some serious juice to go through one person and keep going, that's a lot of mass. I guess it all depends on where the first person got hit. It will be interesting to find out if it was some kind of blank projectile jam, or is they somehow got some live ammo in there.

I wonder if he'll have to face the music or if this will be swept under the rug. He should be facing manslaughter and assault with a deadly weapon at a minimum

I would imagine any charges will be given to the prop guy on set.
