Not really "bargaining" power per say, but they do have leverage, because if he's not returning, he does not get paid and GB can demand a % of his signing bonus to be paid back. They can let him rot in retirement and he likely won't ever play in the NFL again.

Just guessing but he's probably seeing all these other teams loading up to give their ancient QB's one last shot before the inevitable retirement and rebuild and GB's attitude seems to be "**** it, Rodgers can carry the offense. Concentrate on the defense."
