What price per barrel would we have to see to get an an average of $1 a gallon?

Local prices, yes, that's possible. National average? Incredibly unlikely.

The last time gasoline averaged $1.00 was in 1998, which crude was ~$10.00/barrel. Adjusted for inflation? I don't know.
