Conspiracy Theory:

The USGA really wants Tiger or Phil to win.

There are tons of accessible pins on this course.

1 is a birde hole with that pin, 18 will probably play as the easiest hole on the course today, and a good drive gives you a legit shot at an eagle.

4 is far enough back that it's not a gimme birdie, but it's still drivable.

If Johnson falters, this course setup allows them to make up ground.

If 14 is cut on the front, that hole becomes very interesting as well.

Every year, I always know someone is gonna crash and burn when they jump out to a lead, then they play a solid Saturday round, and I start to reconsider. But this happens every time.

Because they burn the courses out for the US Open to make them super hard (which makes it near impossible to fly shots and stop them near the pin), and super fast (which makes the putting very difficult)
