I think it's simple.

If other teams think the Chiefs aren't interested, they have no reason to keep upping their offers. It kills leverage for Jacksonville. If teams know the Chiefs are interested, it gives Jacksonville room to say "well, the Chiefs are offering X...beat it."

Right now, the Chiefs have a smoke screen and can toss offers in, hoping theirs comes out on top.
