Chiefs have the best coach and best QB in the game right now. That alone will get players to come to KC.

Players should care much more about the income tax levels in the states they play the majority of their games in rather than the facilities as long as things like antibiotic resistant staph infections aren't breaking out in the locker rooms

According to Mitchell Schwartz and Geoff Schwartz the facilities almost never comes into play. Imagine the Raiders when they played in Oakland trying to get FA players with their facility situation.

Al famously overpaid for players his last decade in Oakland and thus signed guys. Unless, they are ring chasing, most players want the largest paycheck.
