It's hard to put much stock in these times since that doesn't exactly translate to in-game speed.

He definitely was much faster in pads than Pacheco is. Had much better acceleration too.

Yeah it's a little bit of both. Someone made a video showing how much his head moves when he runs. Hard to see clearly with your head and body bopping all over the place.

A track/sprinting coach could do a lot to help but at Pachecos age, maybe it is what it is.
