Does Toney make the team? ...I think he should, he can make a play occasionally, flashed better than others on our WR core, just needs to work on his game above his shoulder pads, too many mental mistakes.

No, because that's been his whole story. Had he been like that at first, and then showed signs of progress, I would tend to agree with you. But he is all he ever is going to be. And for a team like the Chiefs, they don't need that.
