IL is going for a flattened peak over a longer period of time. At least he's teasing loosening restrictions on parks. A park in Chicago is pretty much any area with 12 or more blades of grass, so there really hasn't been anywhere to go here other than the stores that are open where everyone else is congregated.

My guess is because covid attacks the aveoli whereas asthma involves the constriction of the bronchial tubes. One doesn't necessarily make the other worse.
