Denver had to sign somebody. Keenum was the "safest" option. They didn't want to repeat the mistake they made in 2016 where they went into TC with Sanchez, Siemian, and Lynch.

If Denver got a good deal on the contract I think it's a really smart signing.

Solid guy, solid QB, perfect bridge if you want to draft a QB this year and slowly groom them...
