It's a myth that the US is small business friendly. It probably was at one time, but that time has long passed and you are correct, this isn't going to help.

Which brings up another concern of mine...if they're required to run only partial capacity in order to reopen, many simply will not be able serve the volume of customers they need to survive. I doubt the property owners are going to be willing to only charge partial rent to accommodate that. The outlook is pretty bleak for the industry.
