Alex wasn't extended until after the draft, IIRC. They could have drafted Carr and let Alex walk.

If Reid wanted Carr, he damned well would have GOTTEN him. And that laundry list of signings "too late" ALL TIE DIRECTLY TO THE SMITH EXTENSION.
