They can’t get open, they drop passes in their hands, their jet sweeps are slow and terrible. These guys are not good.

Yup, guys who are healthy scratches for historically bad teams are just clearly wonderful acquisitions. There's no red flag in the fact that they acquired him for basically a late first and they can't even force themselves to play him.

Here is the issue bringing in a WR. Andy's playbook is complex it will take at least 1/2 a season for a veteran WR to catch on(JuJu e.g.) and can you trust this FA WR to be dedicated to do so ?? Integrity to study is just as important as the talent.

Notre Dame has fairly rigorous academic standards both for entry and while at the institution. If he can hack it there, he can learn the Patrickulation Playbook in time for the big games, not even a concern.

I bet he's great, since neither Pittsburgh nor Chicago could make him work on their roster. Probably just a team thing and not a player thing.
