The NFL changed the rules several years ago. A coach in the NFL is either a Head Coach or an Assistant Coach. It is a lateral move if any Assistant Coach (regardless of title, including Assistant Head Coach) is to be hired by any other team as a coach in any capacity other than Head Coach. An NFL team can block lateral moves for coaches under contract. Any coach may also be hired as a General Manager for another team and that move is considered a move up, the same as to Head Coach, and a team cannot block it. That's pretty much it. It's generally frowned upon if a team blocks an interview of a position coach to be a coordinator, but it's entirely allowable under the rules.
