I assumed he didn't think he was going to make it out of Mexico alive, so he gave the tracker to her so Matt and his team could find her if he got greased. Almost played that way, too. As for the girl, I thought the same - they would ransom her. But that pack of criminals were animals and not particularly smart, so maybe they didn't care about any of that. Just have their way with her then kill her, or some such.

But he knew Matt was trying to eliminate her at that point. That was why he was trying to cross the border with her without him. That part just seemed a little meh to me. Matt only decided at the end there not to eliminate her.
