'on the take' is overly hyperbolic and borders on the ridiculous. Would you be willing to consider that there might be a bias for certain teams against others. Pretty much every penalty is a judgement call...who gets the benefit of the doubt? does one team benefit more than the others?
I think it's a fools errand to argue it's just incompetence and thus completely random.
