I've had to deal with that. Old neighbor never took care of his tree. Limbs hanging right over my roof on my house, over my patio, and over my garage. I just got a pole saw and started cutting and cutting and cutting some more. Never bothered to say anything to the neighbor, I just did it. I figured if he really cared then he would have taken care of that. This is the same guy that let his dog bark constantly. He moved out over the summer and the new neighbor seems much better. However, he saw me as I was finishing up trimming his tree's branches that were nearly touching my roof. He said "what's up?" and I just replied "oh, just trimming back these branches. And that was it. He seems like a nice guy that respects his neighbors, though.
