There's absolutely no reason to go to court for $1,382 dollars in child support if someone is already contributing.

I don't know that that's true. It could be a question of how much. It could be how that money is paid. It could be to ensure that he doesn't have the option to decide to stop paying.
This also doesn't address the assertion that he has never seen his son.
Not saying the worst isn't true. Just not seeing the evidence.
