No it's not. Being down in golf pertains to match play. You never say "down" when referring to under par.

Depends who you talk to I guess. I'm talking when you are talking amongst yourselves in stroke play. For example, back during our college golf tournaments or even some of the men's summer tournaments if rumor got around that someone was 4 under or something they would sometimes refer to it as 4 down
